The foam I like to use is a dense grey foam we get in shipments where I work, here’s a pic of it on my wighead:

It’s pretty similar to the white foam blocks they sell at fabric or craft stores for pillows/upholstery, like this: this.
It can be cut with regular scissors but for bigger shapes I use an electric knife, and it can be glued together really well with Super77 glue.
